**For our External Affairs team in Lausanne, Switzerland, we are looking for a Manager Fiscal & Regulatory Affairs,** who will development and implement an integrated and comprehensive regulatory and fiscal strategy for our business in Switzerland.

The role is part of the market-s EA team responsible for developing the company-s regulatory and fiscal objectives and strategies to keep and strengthen a sustainable business environment for the commercialization of the market-s multi category portfolio.

As well as developing the long-range strategic vision of PM Switzerland to address multiple regulatory and fiscal challenges and building the intellectual foundation for argumentation used with external stakeholders such as governments, Members of parliament, trade & business associations, media and other decision-makers at federal and cantonal level. The jobholder develops and manages internal and external resources to accomplish these tasks.

**Principal accountabilities:**

**Fiscal**

1. Develop achievable tax objectives and strategies benefitting business objectives in conjunction with central and regional fiscal teams. Providing on-going support to implement respective plans. Draft proposals, presentations and submissions to Federal and Cantonal government entities to pursue implementation of effective tax regimes, customs duties and appropriate fiscal rates for imports, manufacturing and commercialization of PM Switzerland-s product portfolio.
2. Maintain and enhance relevant stakeholder networks (Swiss customs, selected Federal and cantonal economic and fiscal authorities, selected Federal MPs) and trade partners to actively promote company objectives and proposals of fiscal policy. Ultimately supporting the business objectives in line with Swiss government ear-marked tobacco taxes- goals.
3. Build and nurture good relationships with Swiss customs to predict possible directions on Fiscal regulation and develop relevant arguments supporting company-s positions.
4. Ensure complete understanding of Governments' fiscal policies to make discussions on excise tax matters effective.
5. Support EA Director in defining and proposing strategies and tactics regarding taxation of the company-s product portfolio, which supports PM Switzerland-s long-term business objectives. Maintain current tax differential between CC and HTP products. Support other business partners and departments within the affiliate (Finance, Sales, OTP) in developing our business set-up in line with long-term effects on fiscal regulation (e.g. future e-cigarettes taxation, HnB taxation, taxation of oral products, forestalling regulation during excise increases etc.).
6. Drive economic studies with the support of central colleagues to support PM Switzerland-s tax and fiscal objectives.

**Illicit Trade Prevention**

Develop and rolling-out the ITP policy for PM Switzerland;

1. Lead coo EU ITP regional team and OC team (on illicit trade issues (EA, Sales, Law, Finance); Participate actively to weekly EU ITP meeting.
2. Ensure functioning of Swiss T&T solution and engage with ATOS and INEXTO to renew the relevant contracts.
3. Lead the creation of effective anti-illicit regulatory strategies to raise awareness and understanding of illicit trade issues in CH, and position PM Switzerland as a trusted stakeholder on this issue, particularly among commercial partners, political stakeholders, and within the media.
4. Manage Swiss empty packs study and KPMG anti-illicit trade report with external agencies in order to meet PM Switzerland AIT objectives.
5. Engage with Swiss Customs on regular basis to share information related to ITP topics (i.e. organization of annual meeting with Swiss customs authorities, law enforcement authorities and PM ITP experts, and renewal of MoU with Swiss Customs.

**Sustainability**

Define and shape the sustainability strategy agenda of the Swiss affiliate;

1. Roll out PM Switzerland sustainability strategy and activities.
2. Act as the sustainability coordinator for the Swiss affiliate and for the Swiss based PM entities.
3. Set-up and lead a Swiss x-functional sustainability working group composed of colleagues from various functions (finance, P&C, marketing, supply chain, communication, operation etc.) to drive the sustainability agenda of the Swiss affiliate.
4. Define the anti-littering engagement of PM Switzerland and drive the different partnerships with local association or entities (city of Lausanne).
5. Organize clean-up activities for PM Swiss based employees (clean-up days, operation -coup de balais-).
6. Act as PM Switzerland representative within Swiss NMA-s sustainability and anti-littering working group to develop common anti-littering activities and policies at Swiss industry level such as the anti-littering campaign called -Lara Green-.
7. Contribute and provide expertise to the Swiss Take-back program, Mobius program and Circle program.
8. Engage with environment federal and cantonal authorities regarding trans-boundary movements of waste from Switzerland to abroad (notification process based on OECD and Basel Conventions).
9. Take part to P4 recycling group with OC colleagues to find a Swiss recycling partner for P4 pods.
10. Provide support to OC sustainability team and Swiss Operation team when needed (ex: Volunteering program for all Swiss based employees, preparation and communication for carbon neutral award).

**Regulatory**

1. Represent PM Switzerland in several business & trade associations such as economiesuisse (External economic affairs committee, customs committee), sgv (Swiss Trade & Craft association), SWA (association of Swiss Advertisers), Swiss Tobacco Trade Association (Swiss tobacco Retail association).
2. Consistently engage with Federal and Cantonal government entities, Federal and Cantonal members of parliament.
3. Comprehensive management of external Government Affairs consultant.
4. Maintain & improve regulation for combustible and non-combustible categories.
5. Secure appropriate replies to Federal and Cantonal parliamentary initiatives.
6. Draft PM Switzerland-s position papers and submissions for selected parliamentary initiatives and Cantonal and Federal consultation processes.
7. Supervise ingredient reporting in collaboration with product stewardship team.
8. Support EA and legal teams when it comes to assessing fiscal and regulatory opportunities for product testing.
9. Lead the registration process (product reporting) of new products or new platforms to Federal Authorities.
10. Lead the BTI requests or customs information requests for new platforms or prototypes commercializes or tested within Swiss territory.

**Support PMI entities on international matters**

1. Provide support to OC fiscal team for WCO engagement in the framework of Customs code generation and implementation.
2. Liaise and engage with Swiss WCO representatives to convey PMI positions.
3. Engage with SECO representatives (State Secretariat for Economic Affairs) or Federal Department of Foreign Affairs/Swiss Embassies (diplomats).
4. Solve specific international trade issues relevant for PMI with Swiss authorities
5. Engagement with SECO and Federal Department of Foreign Affairs related to Free Trade Agreements signed by Switzerland, customs Union-s questions (i.e. Engagement with EFTA diplomats and Liechtenstein authorities) or matters related to Pan Euro-Med Convention.
6. Engagement with Swiss customs authorities when it turns to provide to EU authorities information on specific business cases.
7. Collaborate with Federal Office of Environment for notification procedure regarding trans-boundary movements of waste.
8. Connect with fiscal authorities for matters involving Swiss PMI based entities
9. Drive specific PMI topics with Swiss trade & business associations (i.e. economiesuisse)
10. Provide Product Regulatory compliance team based in Neuchâtel with regular regulatory updates re Swiss legislation and Swiss Duty Free markets.

**Business Support**

1. Advise MD and Management Team on various topics
2. Provide EA support and expertise for weekly DRG sessions
3. Provide EA support and expertise for urgent business needs, outside BMRs activities daily (i.e. product launches, websites and development of business platforms of PM Switzerland posts on social media platform)
4. Manage YAP rules within PM Switzerland and making sure PMI policies and standards are applied
5. Prepare and present EA inductions to new joiners
6. Provide regular EA information to PM Switzerland colleagues
7. Take active part and provide regular update to PM Switzerland Competitive Intelligence.

**Supporting corporate communication**

1. Provide draft Q&A material for specific Swiss regulations, program launches.
2. Provide draft material and texts for PM Switzerland-s online platforms, online external publication etc.
3. Support press office and provide the media with PM Switzerland positions in absence of Swiss Head of communication or EA director.
